Program needs to start winning more. When Iowa, MSU, Wisconsin, and Nebraska all have decent records against PSU, the perception will be that PSU is part of the Little 12 and not on the same level as OSU and Michigan.
Another unfortunate thing is that it also puts doubt in the minds of Big 10 fans about PSU's strength of schedule pre big ten.
