The owner and pilot, Charlie Snow, exchanged a few emails with me. They could meet you on the tarmac at Reagan, Dulles, BWI, and a few other airports and fly you to the Outer Banks. As you would expect, it is expensive and I was unable to get him to do you a solid and at least discount it for the boys. No go. Sorry.

Might just be less expensive to fly your relatives to Texas and rent a big 'ol beach house in Galveston from VRBO. Southwest has great rates from BWI to Houston Hobby.
