They do it with cash. They buy cars in family member names. They give out prepaid visa cards. They hand out prepaid phones. They have gotten really good at it. Do yourself a favor....google Alabama football players new cars. See what you come up with. No doubt a ton of schools are paying kids at most P5 schools including PSU, but some schools have taken it to the next level. Do you really think Chase Young paid anyone back? If he did, you think he went out and got a job and saved up 5k while going to college as a full time 1a football player. That all the successful schools are only better than Penn State because they operate under different rules. Penn State has absolutely no moral code that prohibits them from beating Ohio State. Your academics aren't more important and you are in no way shape or form any less of a football factory. The only difference is that you're not as good.
