Old guy, 84, and his wife have had a handful of rental properties in a trust for several decades. Wife gets cancer and fights it for two years. The trust has a PO box. The city cites them, 480 days ago, for an inspection violation. House is worth, maybe, $90,000. The city sends the notice, once, to the PO box and the rental property. The wife, again, while undergoing chemo and whatever, apparently never gets the notice the people at the house sign the certified mail and throw it away. 430 days go by, wife dies. Guy can't manage the property so he sells it. When it sells, there is a lean (surprise); the violation. My wife, his now court appointed attorney, addresses the lien (the violations) at the end of June...has to evict the people (who aren't paying) and that takes a month. She works with him to get the house fixed and passes inspection. This week, the city hits the 84 year old guy who is morning the death of his wife (and half out of it), with a $480,000 fine and is threatening him with an 18 month jail sentence.
