The article notes that EU and other more socialist areas are rising due to govt funded childcare. Much of the rise is simply due to people not getting married. I know, in Russia, due to declining population they've decided to give pregnant women money as a reward to have kids. So women are just pushing out kids to get the check.

Interesting to see how kids will be raised in single-parent homes.
