Trump just stated that "we have already awarded many contracts and the Wall is being built as we speak." I am confused. I thought "contracts" had to be approved by Congress? So, if I am correct, when were these contracts approved? I do not recall hearing/reading about any contracts. Secondly, I thought the president was not allowed to award contracts? Third, if the wall is being built can't we use the 5.7 billion for something else?
