Roar posted earlier that they'd be out sometime today. No idea if a specific time exists.
It's been random (or so it appeared) in the past, anywhere from mid-morning to late afternoon. Personally, I believe it depends on how challenging the seeding is each year, and the discussions to finalize the pre-seeds. The longer the discussion, the later the announcement. My seeding work from early February suggests (to me anyway) it was a little easier this year than last.
