Agreed. First, I am not sure why he'd be upset other than to protect other CA based universities like Cal and Stanford. But in helping them, he's hurting USC/UCLA so this doesn't make any sense.
A ton of what these guys do is for the optics. They simply bluster, knowing they have no legal options, for PR reasons. First, it makes them look more than simply helpless. Second, it puts some pressure on the target (in this case USC/UCLA). My friends in CA don't really care. I've got a lot of friends that went to or live near Stanford and they give zero shits. Their thinking is to protect the brand and somebody will want them.
I still think the B1G tries to get ND. It is a perfect fit for many reasons. But if ND chooses to do something else, it would make sense to add Stanford and one other (Oregon, Washington, cal).
