Can someone explain the BT Rose Bowl participant

Consider the following scenario: Mich wins the East and BT titles, so goes to playoff. OSU would have two conference losses and Penn State one. Wisc would have at least three losses overall or Neb at least two. Penn State would likely have a higher Committee ranking than the latter two and probably against OSU, also. Does that put Penn State in the driver's seat?
 
The scenarios just need to be pinned at the top of the board. There's 3 threads a day on this!
 
Yes, except I would be shocked if the b1g didn't find a loophole to keep us from going to Pasadena.

Committee would LOVE to take PSU as the participant if we go 10-2 since it's been what 8 years since our last trip when we got smoked by USC?

I actually believe the BIG has no say in the matter, and the Rose Bowl picks who they want. Obviously there are limitations to that (I don't think they could go pick a 4 loss team), but I don't see how, in the scenario the OP listed, the BIG does anything about us going to Pasadena UNLESS its some behind the scenes shenanigans.....

Conference has no say in the Rose Bowl - the only bowl where they don't have a say. The past two years, the RB has picked the highest-ranking non-Playoff team from the B1G, but they can technically pick whatever B1G team they want from the teams that don't make the Playoff.
