One thing I think we've learned....with 90% of the people out there you have to keep it real simple. What I would tell thme is this:
"If it rains, and your basement floods, do you just pump out the water and repair the damage (ie "move on"), only to have the basement flood again during the next heavy rain? Or, do you fix your foundation?"

Then, if they ask "What is the real problem?". you have the opportunity to open the discussion on all of the things that have been/ and continue to be going on at PSU....and how they must be corrected - if we are going to prevent more floods. .
