The mayor is playing along IMO. His outrage in that press conference is all staged. There is no way in hell that Jussie would do jail time with the mayoral election coming up. Emanuel would lose for sure if that happened. The city saw the national outrage the slap on the wrist fine/community service punishment given. And now they add this fine. They've probably already lined up George Soros to make the payment on his behalf.
