Commotion in Northeast end zone

Can anyone tell me what happened in the low portion of the Northeast end zone early in the game? Couldn’t see what the issue was. Only saw them haul out the guy in cuffs.

A guy jumped the rail. When the cops went to get him, he started kicking and fighting. He broke one cop's nose.
