As I understand it, the state of Georgia uses lottery money to provide free tuition to Georgia students in Georgia colleges. How about reversing that. How about having Georgia students pay to attend college and taking some of the money they pay to attend and using it to buy lottery tickets for poor people.

Other than the fact that the idea sounds ridiculous, what are its merits or demerits? On on hand, poor people buy lottery tickets and on the other hand people that go to college usually end up wealthier than those who don't. Considering that, shouldn't the money flow be in the opposite direction than it currently is?
