The 1986 tax reform, in which the top personal income tax rate fell to 28% from 50%, passed the Senate 97-3. The legislative push was led by Bill Bradley, a Democratic senator from New Jersey – ironically, the same Bill Bradley that defeated Republican supply-side tax-cutter Jeff Bell for that Senate seat in 1978.
