Any number of problems with Dumb Joe's statement. First, according to the Left, there is no American culture. To the Left a Sharia observant Muslim is as American as Sandra O Connor or Earl Warren. The US has no right to strongly encourage Western Culture or matters such as the importance of freedom of speech or democrstic elections. Anyone who can sneak into the US has the right to practice their home culture no matter how huge of a failure it is in their home country. Further Americans who believe in Western Cultural values have no right to defend their culture -- such actions further white privilege.
One illogical predicate of Biden's statement is that if "our culture" has deficiencies compared to other cultures, it is fair to ask: In what areas is "our culture" superior? That will never happen with the Left. Also, Biden appears to assume that "our culture" is worse than African or Asian cultures on matters of sexual assault; is that really the case? Almost certainly dumb Joe has never even considered the issue in any meaningful factual sense. All he can do is take cheap stupid shot at Western Culture that sounds good to intolerant uninformed Lefties, which has no substance in logic or fact that he has been able to demonstrate.
