Trump was openly telling DOJ that the documents were his and hiding nothing. DOJ knew all about it, was cooperating with Trump to keep records safe, thus the extra lock.
Now, perhaps Trump is wrong, and the docs are not his to keep. Law is very convoluted on that. But there was clearly no intent to break any law.
