"Taxes reduce incentives to do whatever is taxed. If you tax income, for example, there is less incentive to earn income, because you get to keep less of it. If you tax sales, there is less incentive to buy and sell things. Therefore, tax cuts will tend to lead to more of the things on which the taxes are reduced.

Does this stimulate the economy? A better way to think about it is that it shifts efforts toward the things that were taxed, and away from things that are untaxed, or on which the tax did not change."
Every taxpayer should get a 'fair tax cut' that would be equal (fair) to all. The tax cuts would need to be spent/used for specific purposes - buying a car, remodel the kitchen, or vacations.
The 'fairness' would come from a refund/cut of $1,000 given to all that would be sent in cash with the above noted strings attached. Car sales would boom. handymen every where would see huge demand for their services. Resorts world wide would be swamped with vacationeers. Happy days would be seen all over this great land.
Make your plans now for your 'fair tax cut'.
