Keystone Sports Network tends to be pretty good - and more importantly, it's hard to complain about two or three hour-long episodes per week.
Lions247 has a relatively new podcast that's pretty good, too - hosted by Sean Fitz and Andrew Callahan.
I'm not sure how to post links - I just search for them on Apple's podcast app.

The Penn State Huddlecast (www.thehuddlenetwork.com) is hosted by Quintus McDonald and Blair Thomas. It's unpolished but provides insight from the former players' perspective.
There was a new podcast last season that had great promise until some of the contributors elected to share their opinions on social media.

Although not focused solely on Penn State football, the Steve Jones Show is entertaining & informative and typically features some pretty interesting guests.
