Maybe it was already discussed but I happened across this the other day and wondered everyone's thoughts on it. Why would so many teams offer?

Not sure what you are asking. I guess 65 offers is unusual but recruiting for class of 2017 is ongoing. There are dozens of verbal commitments from sophomores including four to OSU. I won't be surprised if PSU has one soon.
I dunno, it just seemed strange to me
I obviously don't follow recruiting that closely but 65 seemed like a lot of offers. That's like half of the teams in the FBS. I'm trying to imagine the mindset of some mid-level team from a mid-level conference offering a kid who already has 60 offers from other teams. Maybe it happens all of the time.
