LA Coliseum is owned by The City of Los Angeles, USC has a 99 year lease. The NFL only has a limited lease. Both have influence in the needed changes but I think that this may have something to do with LA trying to get The 2024 Olympic Games.

Owned by the city, but (since 2013) controlled by usc. The city couldn't make the improvements usc wanted, so they signed over control. usc still pays around $1.3M in rent each year.
