Maybe not the average rating many want, but people need to keep in mind that this is just phase 1 of recruiting with the Portal pickups to follow
With that in mind maybe the Outten verbal was the 2nd from last spot for high school players this cycle and Goodman verbaled into the last spot. With rosters expanding to 105, can't remember when, then that theory may be out the window....

Yeah, even in the years before portal transfers, this class would be considered a very good class and well rounded enough to be in contention at a top level. Franklin has been net positive in the transfer portal, so like you said, there is a phase 2 that could be lucrative for us as well.
Somebody used to post "look at the offers, not the rating." Probably one of the more accurate statements one could make.
