Yes, I agree on face painting and “costumes” in general. I believe this guy is some sort of icon in Buffalo. The cowboys had a guy that dressed like a cowboy, the redskins had big/ugly guy who dressed like women, and penn State has those guys with the rubber masks. Those knuckleheads with all of the paint, hats, etc. are Special Olympians? Well, that explains a lot. They should announce this sort of thing to cut down the confusion and dismay the rest of experience when we see them on TV. I was referring to them as fools.
