Is it just me or is holding not being called as much this year?

It seems to only be the Big 10 that allows blatant holding......when I watch ACC or SEC or certainly the NFL holding seems to be called at a rate similar to the last years...... how many holding calls has Abdul Carter drawn?

Carter should be taking dives while pulling these tackles down with him. Someone has to notice how blatant the holding has been.
You're on to it now. If you watch closely, holding almost invariably involves a "takedown". If a player goes down he is therefore held. It's now to the point that a pancake block is not a good idea

Was there an emphasis put on officials to not call holding as much this year? You barely see it called anymore. Especially on the OL.

Generally the B1G calls holding along NFL lines. They're not going to be picky about it but they will call when there's something obvious that affects the play. You could tell the crew didn't want to call it in the Purdue game but then Purdue holding just got more and more flagrant so they finally had to step in. They threw the flag on the play after the flagrant holding on Carter, and then the following play the Purdue OL did the same thing, so they threw another flag. It was the crew drawing the line basically and it might not have been a coincidence that Purdue wasn't really able to run the ball effectively after that.

PSU D-linemen these days are taught lots of countermeasures -- particularly good use of hands -- which not only negate holding but can kind of turn it to the O-lineman's disadvantage. An OL who is relying on holding instead of footwork can find himself on the ground and his man in the QB's face really quick.

I see a ton of the Arm Bars where the O Lineman wraps his arm around the rushers when he is beat around the edge - they do it to Carter all the time and I never see it called.
