Is there a line yet for the B1G Championship Game?
How about "Hi, I'm Max Whiteout, wide receiver for the Penn State football team. Do you work for UPS, because I thought I saw you checking out my package."

No line yet because most everyone plans to arrive at Lucas Oil stadium late Saturday afternoon
For the guy who doesn't know, what does it mean as last night I posted the line was Wisconsin - 1.5, and today it is 3?

You could use that line both in almost any kind of bar, fair. Not that there's anything wrong with that.

If the line moves from here (-3) in some significant magnitude in either direction, it will "mean something"
That initial line (-1 1/2) is the "feeler" that the books put out to get a quick gauge on the sentiment of the betting public....so that they don't get a largely lopsided book established on the game.
Very little money was involved in the move from 1 1/2 to 3.
The bottom line? The betting public (and the books) found a happy medium line at Wisky -3.
Money going on Wisconsin, by moving the line and giving the underdog more points, entice people to bet on them versus the favorite. I see the over under is at 47, so basically Vegas saying its going to be like a 24-23 kinda score, Wisconsin.
