The Rose, Cotton and Orange Bowls are not obliged to to pick a certain Big 10 team if they finish in the top 12.

Just my opinion and I think most agree that maybe outside of Michigan, PSU would bring in the most fans and better TV rating than any other Big 10 program. (Not counting OSU as they will go to the playoffs)
