Agree. There are exceptions, but most things I experience that are run by government are inefficient. And worse, no built in incentive to improve.

So usually all responsive materials submitted pursuant to a federal grand jury subpoena will be encrypted and password protected, as evidenced above. that's normal practice. The password is usually provided via a separate email to ensure no one but the appropriate parties view the documents on the cd. Every FGJS has a way to track the recipient and who has the password to unlock the files. If they want to find the password, they should be able to very easily by reaching out to PSU's legal counsel or the point of contact for the subpoenas listed in the document demand letter.

Given this was PSU and the lawyers were not some jokers, one or two phone calls by MDPA would solve the issue.
