Seems there are reports of looting in Houston. No surprize there. If they are just taking food/water that would be acceptable as people need to live. But if they are taking electronics, furntiutre, clothing, jewerly they need to dealt with as strong as possible.
During Katrina I saw a funny report from NO. Reporter said the whole area was shut down except for one store that was all lit up and still open. They headed over to investigate how that one store survived. The store had a generator but more importantly it had four signs they showed on air. Sign one; Looters will be shot. Sign two; Survivors will be shot again; Sign three; and again. Sign four; and again. They said they had had no problems.
