"We are formally closing the Special Counsel's Office and as well I'm resigning from the Department of Justice to return to private life."

"It is important the office's written work speaks for itself," Mueller said about the 400-page report.

"We appreciate that the attorney general made the report largely public, and we do not question the attorney general's good faith in that decision."

"I hope and expect this will be the only time I speak to you in this manner," Mueller concluded. "There has been a discussion about an appearance before Congress. Any testimony from this office would not go beyond our report. It contains our findings, analysis, and the decision we made... The report is my testimony."

"So beyond what is said here today and what is contained in our written work, I do not believe it is appropriate for me to speak further... and it is for that reason I will not be taking questions today as well."
