I contend that if there are two refs on the mat they should both call the bout. When they differ they should consult each other and if they still disagree then the head official rules. Why have two officials on the mat if they are just watching. Other sports have more than one official and they don't always agree with each other.
At the very least they should change the "Review Process". They should probably have a 3rd Official at the table who is officially responsible for the scorers table, time elements, etc.... Then if you have a "challenge" or an "official's review", it should be decided by a vote of the 3 Officials (i.e., mat official, 2nd official on mat and official at scorers table). i think it is ridiculous that the Official making the initial call is also the Official who decides on his own work especially when it is really close in regards to a topic like a "Flash TD". The decision should be made "by committee" via a vote of the three officials and if they disagree, it is carried 2 to 1.
