The stated goal is the "lift millions of children out of poverty." Purportedly, the ECTC will reach "88% of families" and "cover 65M children." I did not know 88% of families and 65M children live in poverty. 
The credit is temporary, slated to expire after 2025. Unlike the previous CTC it is fully tax exempt.

Monthly child tax credit payments for parents to start in July
Eligible families will receive a payment of up to $300 per month for each child under age 6 and up to $250 per month for each child age 6 and above.
