Well, per the article, 13 months served (down from 15) plus 2 years of supervised for DH vs. 7 months (not all inside) plus 2 years probation for our guys. Possible reduction of the probation period for 'good behavior', aka living the life they've always lived.
Plus, DH was in Fed prison, likely easier time than County.

Your point is well-taken, though. The punishments are out of whack.
