Will be there first week of October for work but will be able to get at least one round in. I float around a 10 index and don’t want to spend more than $125-$150 around.

Any suggestions would be appreciated.

Try The Royal and Ancient East Potomac Golf and Country Club.
It's close to National Airport.
 
I'm not a golfer, but I know of Belle Haven CC in Alexandria. I've lived in the area for 50 years and have never heard of Osprey's suggestion. Must be an inside joke.

Potomac Shores is the a very good course if it's not too far south for you. Laurel Hills is a fine course as well. Given the choice between the two, I'd take Potomac Shores.

See if you can find a member at army navy to take you out.
