Maybe so. Hard to believe he could envision any scenario where he would be able to escape, tho. None of his other meticulous planning seems that dumb.
Could plausibly have been a target for this reason: He could no longer get a pilot license due to being unable to treat HBP because of allergy to the meds. He certainly knew what those tanks were for.
