I'm willing to wait on the kid - he did have some interest from big time programs (Purdue, OSU, GTown, Wake Forest), so there must at least be some potential there.
As for the comment above about not being ranked, this early on, being all that you need to know -- I tend to gauge a kid by the schools interested/offering him, rather than some stars put up by some "experts." Star ratings are a crap shoot (then again, recruiting in general can be a crap shoot).

He did draw interest from some good national schools (Ohio State, Purdue, GTown, Wake) and held offers from lesser, but still relevant, schools (UNLV, PC). I would say to hold udgement until more is known about this player. Welcome to the team, Patrick!By national recruit I was referring to a player that has opportunities to play for power 5 teams, or for consistent top programs such as Buttler and others. Even Rhode Island, who was an 11 seed in last year's NCAA tourney. There are always diamond in the rough and late blooming playrers, but with the exposure of AAU teams the better players are known. Right now Pat's roster needs a big man that can play ASAP.

Neither is that linebacker our football coach just offered. The kid is in the 2019 class. Not everyone is ranked yet.
Kelly and Dread played for the same D.C.-area AAU team, Team Loaded. Chambers has probably watched Team Loaded play more than a dozen times against some of the best AAU teams in the country. They know what they're getting in Kelly, but they certainly do seem to have had an affinity for stretch fours with projectible range lately. I think the staff had their eye on this kid for a while as they chased bigger targets, but finally pulled the trigger on an offer when the high majors started to sniff around over the past few weeks.Then there's the opinion of someone that actually knows hoops recruiting.

I don't know anything about Kelly, but I know a lot about Ed Cooley. PC has been to the NCAA three years in a row going for four, and has made hay on DC-area players. They're not here to get a check - their goal each year is to be at the top of the BE and make a deep run in the Tournament. Sometimes they get there and sometimes they don't - but take a look at the level of talent they've had the last five years or so since Ed took over.
If Ed wanted him, then you can be certain Kelly has potential to be a major-conference player.

BTW, this kid was reportedly one of the top players in Arizona for his class but moved to VA but hasn't taken off in the rankings. He is a two star by at least one service. Also, he plays for the same highly competitive AAU team as some of our other recruits, so I'm pretty sure Chambers knew a good bit about his ability and potential when we made the offer.
But you are right, lets keep focusing on those 5 star kids and then complain when they go to Duke or Kentucky.
