I'm reading all these "presumptions" (I believe that is all they are!), isn't that kind of the kiss of death with recruiting or is there some sort of solid information? Also, what does Wade toying with their fans really mean? Is he telling them he is going to pitt but really isn't or he's going to PSU but really isn't? Any way, thank you for any clarifications or interpretations!

No. Help yourself out. Go do something useful till the kid declares. Quit wasting precious life on these things.
It's pretty simple really. He intends to commit to Penn State unless he decides to commit elsewhere. If he does either, his commitment will be a final commitment unless he changes his mind, at which time he would decommit and reopen his recruitment until he is ready to recommit. When he is ready to recommit, it will be a total commitment unless he changes his mind a second time in which case all fans of that school will be committed to the nearest mental hospital.
