Very possible according to ESPN: Samuel RB Jr; Baugh TE RsJr; Lewis DE RsJr; Hubbard DE RsJr; McMillan LB Jr; Latimore CB RsSoph
They have some other Jr starters that could go in the draft not mentioned including 2 OL but I doubt that they are as likely.
My guess, they lose 7 or 8 starters total mostly on defense.

Speight QB Jr; Cole OC Jr (speculation he could declare); Bredesen LG Fr; Perry WR/Slot Soph Hurst DL RsJr (may still declare); McCray LB RsJr (may declare) and Peppers only if he loses his mind

Gone: McDowell has declared; OG Allen and S Nicholson may as well. But they have at least 7 others that are out of eligibility.
Iowa
Vandeberg's medical hardship was approved so he should return. RB Wadley could bolt. Daniels RB and 2 OL should be gone. I think King and both DT starters are gone.
Nebraska
Doesn't lose too much. About on par with what we lose.
Pitt
Loses their QB, 2 OL, TE, Connor, DE Price, maybe a DT, a couple LBs, a few in the secondary
Bottom line is that I think PSU will return more difference makers than just about any team that we face in 2017. Granted Ohio St and Mich have some 4 and 5 star backups and newbies to plug in but for the first time in a long time, we will not have a huge gap in experience against our opponents.
