The sections of Project 2025 dealing with Veteran Benefits notes a number of ways they plan on spending less on those benefits. Most of those plans deal with how individual benefits are determined, limiting the time benefits can be paid, and not allowing VA benefits to be paid concurrent with VA Retirement benefits.
There is an effort on the part of the Trump/Heritage team to say the changes would not be cuts. But, they also say their plan would reduce the total amount of benefits paid. It would be difficult to reduce overall VA Benefits without reductions in some individual cases.
