PSU, OSU, and UM scholarships the last 2 classes

For the prior 2 recruiting classes, the total football scholarships granted were:

PSU 41
OSU 46
UM 59

We should be able with a lot of departures be able to take 25. OSU will probably be at 25 or close. How in the hell can Harbaugh take any more than 17 or 18, if that? I suspect that I know the answer to how the Processing King will address this.
