Question on collusion

Let me start by saying I think all this Russian collusion stuff by both parties is silly., Both parties if they can get dirt on the other will do almost anything to obtain it. However I would like to think that our intelligence can sort things out. [at least I used to think that]

However if the following occurred would this be collusion
. one candidate pays a former foreign spy to go to Russia to dig up dirt on the other candidate
. this spy creates and gives a "questionable" document /dossier to the candidate
. the candidate gets this document and forwards it to the State Department
. the State department says "not our job" we'll give it to the FBI
. FBI says "great we'll use this document to start wiretapping guys in the other candidates campaign'

Now someone correct me if I am wrong but I don't think anyone has contested the above facts.

Isn't that the definition of collusion? Only problem is it was the D's and Clinton, not Trump.
