A medal for Frank the Tank?

The 1st report by McLaren dealt with a state-sponsored doping conspiracy involving Russian Olympic athletes. The 2nd report by McLaren, which came out last month, dealt with state-sponsored doping, and covering up for the same, at the 2014 Sochi Winter Olympics. The 2nd report will not do anything for Summer Olympic contestants.
