Scholarships -non football inequalities

What are the thoughts on the disparity of scholarship numbers for the non money make sports?
Football - 85
Mens B-ball -12
These are full scholarships yet in sports like baseball, soccer, lacrosse, and even wrestling only a handful of scholarships are offered and these are generally distributed as partial rides. Due to Title 9 the gals teams get a few more to distribute. In general however take a Men's D1 soccer team. They get a whooping 9 scholarships to split up across a team roster pool that may be as high as 25.
The D1 non-football athletes work no less hard nor are any less talented or athletic, yet in money rules USA they are not offered the opportunity to get a free education based on their athleticism and special skills. These kids wrk just as hard and sacfice as much as the full ride football or baseketball kids, but they do not get a simlar reward.

It seems like this is an inequity that should be dealt with within college athletics.
I get that this is a football board so there is sure to a bias among some. Again money rules and I am not expecting any consideration for changes anytime soon.
 
I have two questions.

Why does any school have a men's soccer team in the first place? How does this rationale justify subsidization of the education cost of members of the team?

Football pays the bills and basketball and wrestling at PSU makes money , the other sports make no money maybe that is why
 
Hockey makes money, wrestling does not

although they are almost there and probably will reach a break even point in year or two.
