In this quiet period before the elections could Mueller and his Grand Jury been preparing sealed indictments. Those would have been given to a judges or judges to be served in the case of Mueller or the investigation being closed down.
The Grand Jury is a separate entity and is way beyond the reach or authority of elected folks or the Justice Department.
