God almighty. If half that is true Williams should be sued by the city of Philadelphia. How in the world was he allowed to do all this and there was hardly a peep from the media (that I've seen) over the years. No wonder the police were taking out billboards on him.

That appears to be a summary of old news. Sure, some of it we may....individually....not have been aware of, but all of it seems to have been publicly known before this article was written.

Are you saying it wouldn't be alright to make bogus criminal charges against someone? I know of some guys who had that happen to them five years ago and still nothing has been proven.

What "bogus criminal charges?" He said that he would not use the testimony of certain police officers. That isn't a charge. He declined to press charges against people on what I'd consider questionable grounds. That is not pressing charges either, obviously.
The charges against the officers, and they were acquitted, were federal charges.
