It seemed totally obvious to me when he was in college that this would be the best move for him. I recall a bowl game, I think when he was a freshman, where he was thrown a few jump balls in the end zone. On the Raiders would be stupid enough to draft him as a QB (although I think it was the supplemental draft).

I noticed Cincinnati signed AJ Hawk during the off-season after being nothing more than a pile-jumper the past couple years with the Packers.
I find this move to be baffling at this stage of his career, but then they are the Browns.

I don't think it's baffling since the alternative is to not play in the NFL again since his QB career has clearly run its course. The baffling thing is how it took him so long to switch. Even if he ends up making a successful transition that will be a few years less of making good WR money than he'll make compared to if he switched earlier.
he shoulda made that move when he was drafted. And of course, he screwed up the process again.
