Strength of Schedule

I sometimes think that in determining strength of schedule, a team's top two or three opponents should be more heavily weighted than the other games on the schedule. What's more impressive, beating a bunch of average to above-average teams each week, or beating two top-10 teams and a bunch of weak teams? I guess it depends on how much you value "signature wins" vs. week-to-week consistency. I'm not sure there is any one formula that works.
