I absolutely hate it.
It makes personnel planning a very difficult task.
If you transfer before you get a degree AND
Get picked up by another school in your classification, i.e. 1-A to 1-A then the school picking you up should be forced to pay the leaving school scholarship money it paid the departing athlete.
If you go pro after 3 years before receiving your degree, you should be forced to pay back all of your scholarship monies.
Regardless of whether anyone likes my proposal or not, some thing needs to be done to fix the current situation. Anything but the status quo.
