The real question is why PSU did not put it together sooner. Pennsylvania has the most talent and was producing the most all americans decades ago.
You do realize that only 2 of 10 projected starters are from PA this year, correct? And they may break the all time scoring record.

Once a program is a national power they can recruit anywhere.

If you look at the first couple titles, the program was built with mostly in state talent.

Franklin can look for a seasoned OC who will be a pro but you kinda know what you’re getting. Or he can take a big swing and go for a hot name who’s a young up and comer. If the latter, Mike Shannahan with JMU is one of those. He played for Pitt though 🤮
 
Yet Barkley disappeared many times.
Barkley didn’t “disappear”. He had a bullseye on him so he was used as a decoy in many ways. Which, in itself, opened up the offense. Sometimes, coaches know what they are doing and utilize their players accordingly. I know we aren’t used to that at PSU with OC’s, but it does happen.

Franklin needs to find a great position coach ready to move up to be an offensive coordinator. Not pick from the same regurgitated coaches. Problem is everyone comes in and runs his same slow development if plays. He needs to allow the OC to bring in a philosophy that works and is not predictable like the current system.
He needs to hire the next Sherrone Moore. Someone with some toughness instilled in him. Not this gimmick, trick play, wide open, RPO nonsense…..

Credit to Moore for coaching within the system, but this is a Jim Harbaugh offense. Moore has no discernible stop prior that would indicate he has any part of this beyond coaching under Harbaugh for 5-6 years.

I do agree it’s a Harbaugh system. Plucking away his OC who understands the philosophy and ingredients required for that system is a start. No guarantee it would work and highly unlikely Moore would leave UM for PSU anyway. That style doesn’t fit Franklins MO regardless. Our next OC will be another variant of an RPO/West Coast style offense, unfortunately. Rinse and repeat for a few more years…

Probably won't need to pluck anyone away unless Harbaugh is going to bring him to the NFL.
