Was '86 Miami the best football team Penn State ever defeated? Considering some past outstanding teams Penn State defeated that like the '86 Canes also ended their season with one loss thanks to Penn State:

Georgia '82 was #1, finished ranked #4
Nebraska '82 was #2, finished ranked #3
Pitt '81 was #1, finished ranked #4

Considering some past outstanding teams Penn State defeated that ended their season with two losses, one of those to the Nittany Lions:

Boston College '84 was ranked #9, finished ranked #5
Missouri '69 was #6, finished ranked #6
Ohio State '05 was #6, finished ranked #4

For just the sheer assemblage of talent, Miami 86 would have to be the best.

In 1963 we beat OSU 10-7. Woody Hayes stated that no team from the east would ever beat OSU again. In 1964 we beat OSU 27-0!!!!! One helluva football team.

'63 Ohio State ended up with a 5-3-1 record. When Penn State played them, Ohio State was ranked #10 and had a 4-1-1 record.

'64 Ohio State ended up with a record of 7-2 and finished ranked #9 in the final AP Poll. When Penn State beat them, Ohio State was ranked #2 with a 6-0 record. The Buckeyes would also lose to #7 Michigan 10-0 in their season finale.
 
Hard to think of a better team we have beaten. Pitt in '81? OSU in '16? Nebraska in '82? Oh and Nebraska in '94....wait....

You mention some good ones. After that 1986 Miami team would be the 1982 Nebraska Cornhuskers.

The 1982 Big Red roster was loaded with All-Americans and arguably the greatest offensive line in the history of College Football.
