It sure would make sense given the kid glove treatment of his charity The Second Mile by state law enforcement and the instant rush to blame JoePa and school admins (convenient scapegoats). A lot of local politicians, judges, etc. has associations with his charity and it was even praised as a one of the "thousand points of light" by Bush Sr. while in office in the early 90's.
They ended up charging/throwing the book at the PSU admins, who had no control over JS' access to kids and reported the 2 incidents they were made aware of to folks who did have direct control over his access to kids, but state prosecutors bizarrely didn't charge a single person at his Charity for FTR, EWOC, etc. even though they recognized that his charity was used as a victim farm for abuse.
This glaring injustice never sat well with many of us who researched this. We often speculated there was some financial or other white collar malfeasance going on at TSM but we never gave serious consideration to TSM being involved in child trafficking ring, it sure would explain a lot.
I remember hearing Bucceroni's story years ago and never gave it much attention but his side does seem to be corroborated by documentation. See below article
