A couple of years ago, there was talk of supplementing athletic scholarships with a cash payment to more fully cover the "cost of attendance". As I recall, surprisingly, Penn State's was one of the highest cost of attendance in the Big Ten. The amount varied by school and there was concern then about both overall cost to the schools and the potential recruiting advantage of the different payment levels. Did that ever go into effect or did it die?
